How to find a solution to an unending war with people who don’t accept other races?

Tankists, humans of pure race, who accept only people with brown hair and green eyes like themselves, are pursuing an unending war against the Mongrels that have installed a spaceport on their land. However, the Smirthian army needs this spaceport as a strategic communication point between their confederation and their allies, the Kirghizes. How will they be able to convince the Tankists to accept people of different races among them? Will Egbert the alien robot they had sent as a spy among the Tankist find a viable solution to this unending war?
